SIN 899-1: Environmental Planning Services and Documentation
Environmental planning services and environmental documentation comprise the creation of resource inventories and the consideration of rational alternatives for future actions in terms of resource protection. Gnomon has collaborated on many such documents, including environmental impact statements, environmental assessments, federal agency resource management plans, cultural resource management plans, wetlands analyses and inventories, and wildlife inventories. We continue to collaborate in the EIS, EA, and other environmental document preparation, but have also found our own niche in two particular arenas of environmental planning: environmental model-building and studies of management practices on federal lands.

Many firms conduct environmental planning services. Relatively few firms do so on the basis of rigorous compilations of information pertaining to the resources for which planning is being done, or the potential impacts to those resources that are being assessed. Gnomon has extensive experience in compiling information to support rational plan development. GIS and associated databases are some important tools, which we create, that build sound environmental plans.

SIN 899-7: Geographic Information Systems (GIS)
Geographic information systems are a powerful tool for visualizing information. These systems link together complicated tables of information and electronically displayed maps. We often think of GIS as the "one thousand watt light table" for examining and analyzing layers of maps.

Federal regulations require that all federally funded and federally permitted activities be assessed under the National Environmental Policy Act (NEPA), the National Historic Preservation Act (NHPA), the Federal Lands Policy Management Act (FLPMA), the Endangered Species Act (ESA), and other supporting federal legislation.

Typically, such assessments rely upon an examination of existing information first. The assessment then considers whether the existing information is sufficient for decision-making. Unfortunately, the existing environmental information base for many land units, even lands managed by federal agencies, is scattered, lacks coherence, and extraordinarily difficult to locate.

Gnomon has spent the past several years working with regulatory issues in the cultural resources arena. We have assisted numerous state historic preservation offices in automating their archive of paper records into effective records system useful for regulatory purposes. Gnomon also is a consultant to the Bureau of Land Management to assist the agency in forming alliances with state-based regulatory archives. We have developed considerable expertise in the cultural resources regulatory framework, as well, we understand the information and how to compile over time, retain, and make available the regulatory and scientific information that leads to (or results from) each assessment under Federal law.

PRICING

GSA has determined that the prices for services contained in the price list applicable to this schedule are fair and reasonable. However, the ordering office using this contract is responsible for considering the level of effort and mix of labor proposed to perform a specific task being ordered and for making a determination that the total firm-fixed price or ceiling price is fair and reasonable. Minimum Education/Experience:  Masters Degree in related scientific and technical discipline.  Minimum five years of managerial and supervisory experience and ten years in specialized experience.

Functional Responsibility:  Responsible for the overall vision and direction of company as well as responsible for the general direction and control of client accounts.  Participates in project strategy sessions, strategic assessments and design reviews to validate enterprise approach and associated work products. Provides guidance and direction to other professionals, acts in a consulting and/or advisory capacity; coordinates resolution of highly complex problems and tasks, possesses ability to meet and operate under deadlines. Functional Responsibility:  Designs, implements, and maintains moderately complex databases; maintains database dictionaries and integrates systems through database design. Prepares and maintains records and operations documentation, procedures and methods, including environmental reports and other documents. 

Job Title:  GIS Specialist

Minimum Education/Experience:  Bachelors Degree or three years of equivalent experience in a related field such as cartography, surveying, geography, or computer science. Knowledge of the principles and standards of mapping and working with map-related data, including coordinate systems, site and subdivision plans and plats, cadastral mapping, topographic data, and environmental resources data. Some knowledge and skill in database systems, particularly MS SQL or other relational databases, as well as experience with ESRI GIS programs.

Functional Responsibility:  Performs digital conversion of various map data, including preparation, evaluation, interpretation, and digital conversion of planimetric maps, aerial photography, zoning and tax maps, and environmental resource maps (soils, topographic, flood plain, slopes, etc.). Assists with gathering, compiling, evaluating, and analyzing relevant feature attribute data, and when necessary, performs field investigations to acquire and verify geographic data. Prepares display maps and reports for various specialized projects and performs other duties as assigned

Job Title: Technical Writer

Minimum Education/Experience: Bachelors Degree in related discipline. Requires a minimum of three years experience, one year of which must include demonstrated experience in editing technical documents and preparing technical documentation, including researching for applicable government and industry documentation standards. Works independently or under general direction.

Functional Responsibility: Assists in collecting and organizing information required for preparation of user manuals, training materials, installation guides, proposals, and reports. Edits functional descriptions, system specifications, user manuals, special reports, or any other customer deliverables and documents.

Job Title:  Data Technician 1/GIS Technician

Minimum Education/Experience:  Bachelors Degree or three years of equivalent experience in a related field. Must have three years of computer experience in assignments of a technical nature working under close supervision and direction.

Functional Responsibility:  Supervises all data entry activities. Assigns work to personnel and directs their activities; reviews and evaluates their work and prepares performance reports. Has excellent familiarity with CAD in assessment, land planning, and engineering settings, and in integration of CAD and GIS data. Assists in creating integrated management systems, and information conversion.

Job Title:  Data Technician 2
